The Great Synod of the Atteran Nations Opens

The Great Synod of Atteran Nations, Hall of the Atteran People in Q’attera ICT was the scene of much pomp and circumstance with the third session of the memberstates of the Atteran Commonwealth. In this session, dignitaries of the micronations that comprised the Atteran Commonwealth arrived in their dress uniforms and their formal attire. In attendance were the following representatives:

In this first session discussion began with playing of the Imperial Anthem, “Great Attera!” after which the formal oath of allegience to the Emperor of All the Atterans and All the Atteras, Mik’el Tzion I, was taken by all of the members in attendance. After the oath of allegence, His Majesty, the Emperor outlined the agenda of the session:
1. To discuss and vote upon full membership for the Dahlakhian Kingdom of Tulsa into the Atteran Commonwealth.
2. To discuss and vote upon an “All Atteran Common Market” with discussion as to how to impliment and execute such a plan.
3. To disucss and vote upon a comprehensive pay structure for all citizens of all AtterComm memberstates.
4. To discuss and vote upon the creation of the Great Atteran Foreign Legion where members in good standing may be granted citizenship within any Full Member AtterComm micronation.
5. To discuss and vote upon granting all AtterComm micronations the independent choice to determine the status of their borders, with respect to immigration, foreign visitation and Intermicronational trade.
6. To define and vote upon the status of the former Solomonic Empire of Attera.
7. To discuss and vote upon the request from the Barony of Utzen and Lorelei to be elavated to Full Member Status with 3 Votes.
8. To discuss and vote upon a unified diplomatic corps to include financing for the diplomatic corps’ training center.
9. To discuss and vote upon a unified Atteran Imperial Defense Force.
10. To discuss and vote upon a budget for the maintenence of the Atteran Commonwealth joint ventures and missions in the Intermicronational community pending the level of agreement on items 2, 4, 3, 8 and 9.
11. To discuss and bring up items for an agenda for the next session to begin sometime in September 2009.
12. To conclude the session with the election of the next Head Minister of the Atteran Commonwealth. (This post may not be held by the Sa’an Republic for the next 5 years.)
Since the arrival of the representatives, there has been talk of a 13th item that may be brought up before the Great Synod, which so far has been an item of great secrecy. Since coverage of the Great Synod is to be open for the most part, this 13th item can only be discussed in private should there be a three-fifths majority among the members. We will keep you posted in the event that this should occur.
Many of the citizens of the AtterComm members have expressed great interest in the Atteran Common Market concept which will add greater cooperation throughout the Atteran Nations area. Another subject of interest is the vote on membership of the newly proclaimed Dahlakhian Kingdom of Tulsa which has already petitioned for membership to the AtterComm a few days ago. The driving force behind the Tulsan entry into the group of micronations is none other than Her Grace, Katya I, the Grand Duchess of West Interland, the step-daughter of His Majesty, the Emperor who has expressed an interest in expanding the AtterComm to as many micronations as possible. Since being the youngest member of the Atteran Commonwealth, the Grand Duchess’ opening statement in the Great Synod’s preliminary welcoming speeches went into great length about why she felt that Tulsa should be supported, and why the AtterComm should be viewed as a future group of micronations that are dedicated to doing things in a more positive and fair diplomatic way. The Grand Duchess was quoted as saying,
“On behalf of the West Interland delegation I bid you all a fond welcome and greetings! As many of you all know, my government is in full support of the Tulsan entry into the Atteran Commonwealth and I will explain our reasoning here shortly. I personally feel that as many micronations that desire a more realistic interaction with other micronations should take a look at joining the AtterComm. I fully support Tulsa’s admission to this august body based on several of my next points. Allow me to explain them in detail.
Yes, we all are essentially “Atteran” micronations, but by being a member state, this does not mean that Great Attera, namely the United Solomonic Empire is out to create a system of “sattelite micronations” similar to how the USSR did to Eastern Europe- in the Macroworld. What we’re trying to do is bring the to the Intermicronational community a more realistic approach to micronationalism. Free of the fiction and relations based on the whims of personal friendships, which has again created a clique of micronations that do not treat those outside of the group with fairness. We in the AtterComm will treat all with fairness, even those who are outside of the AtterComm, provided they act according to Intermicronational law and can respect the ideas, sovereignty and virtual property of others. Those micronations that have been our enemies in the past, efforts in the positive have been made to rectify all grievences, with the exception of a few isolated incidents, which if given the chance, these grievences too will be addressed in a satisfactorally beneficial and productive manner. Even now, we are facing the possibilities of dealing with new friends and possible new enemies in the future should the AtterComm decide to open up further, where the Great Atteran peoples will deal with all with diplomacy and God willing, hope to avoid using military options. With this openess, there must be some kind of accountability in Intermicronational diplomacy which doesn’t exist in most sectors of our hobby. The Atteran Commonwealth should place emphasis and greater efforts to bring to the Intermicronational community fairness to all, not as we did in the past with the use of military action, threats of using weapons or simple shunning of nations, but through the auspices of diplomatic channels. Case in point, many of the Intermicronational map agencies, organizations and forums, ect, do not adhere to norms that the Macroworld does. We are frought with a virtual “elite” that is unfair to those who are either unknown to the rest or those that are not liked. This is the same type of condition in the Microworld where the Veterans founded the Rasinate and often fought to change things for the better. Fair diplomacy isn’t based on friendships, but on how a micronation conducts it’s affairs. All of these areas in the Microworld, namely the map agencies, Intermicronational organizations, certain alliances, “good ole boy” cliques reign supreme once again and those that are not part of them have essentially free reign on one hand, or these “elites” are treating micronations not part of the clique as criminals. We feel that every micronation should be accountable for its’ actions and if these micronations err in the face of Intermicronational Law, it will be up to the entire group to render judgement and possibly sanctions on the offending micronation, not the self serving desires of a like minded few. No other Intermicronational body does this, with the exception of the AtterComm. LOSS, didn’t. Neither did the LOM. The Scheheradze Convention, which the AtterComm holds dear, keeps all of our members in check, long after many of the signatory micronations have forgotten that they have signed this most noble of documents. Then there is the Moratorium Against Offensive Forum Weapons, in which only AtterComm micronations adhere to. So, in our actions, the AtterComm has not only shown great maturity but restraint in the face of those who wish to do us and our way of life in the Microworld harm, especially with the current threat, the Pretender “Suleiman”. Ours is a way of true diplomacy, and for that, I am grateful!”
